At the end of 2007 several decisions affecting the future financial and working security of rural carriers and their families were rendered; one by an arbitrator, the others negotiated by the parties.

 

Those decisions resulted in the following:

 

  1. The setting of the terms of the 2006-2010 USPS/NRLCA National Agreement.
  2. The establishment of permanent time standards related to Carrier Pickup requests.
  3. Settlement of the Remedy of the 2002 national mail count grievance as well as all subsequent nationally-filed mail count grievances.

 

Few provisions in the National Agreement are more significant for rural carriers than those addressing the period and the length of national mail counts.  Article 9.2.C.3 contains the dates and length of the respective national mail counts to be conducted during the term of 2006-2010 National Agreement.

 

The Michigan Rural Letter Carriers Association will be conducting mail count schools across the state for its members within the next few weeks.  The purpose will be to provide information and explanation of all mail count procedures including any changes resulting from the new National Agreement.  If your route has been opted in for the 2008 mail count by either you or your manager, it is strongly recommended that you attend one of the mail count schools scheduled by the MIRLCA.

 

As the cost involved in scheduling and conducting these meetings will be paid for by MIRLCA members in good standing, it is important to send your membership application immediately to my attention. If time does not permit you to do that, the applications will be available and accepted at the door of the meetings as proper membership enrollment will be checked.

 

What do you need to do at this point?

 

  1. If you are not already a member, we invite you to join the MIRLCA.
  2. Attend one of the scheduled mail count schools.
  3. Continue to keep informed by attending meetings and reading NRLCA and MIRLCA publications
  4. Know your contractual rights and entitlements.
  5. Get involved.
